Will brings a deep understanding of the appropriations process and appropriations strategy, leveraging his experience on Capitol Hill in the office of Senate Appropriations Chairman Richard Shelby (AL), to allow him to support a variety of Venture’s clients in engaging in the annual appropriations process.
At Venture, Will simultaneously oversees Venture’s real-time policy intelligence for its clients, establishing a process to deliver timely updates from the House, Senate, and Administration across a wide range of issue areas. As lead to the firm’s first line of defense in tracking federal activity, Will is apt in distilling fast-moving legislative developments into actionable insights to support its clients stay ahead of key debates, hearings, agency announcements, and congressional movement. His command of both the federal appropriations and other significant legislative processes, combined with his sharp analytical skills, makes him an indispensable asset to the Venture team’s daily operations and legislative leadership.
Prior to joining Venture, Will spent nearly five years in the office of U.S. Senator Richard Shelby, serving as a Legislative Assistant, managing policy areas such as agriculture, economic development, energy, environment, infrastructure, trade, and telecommunications. During his time on Capitol Hill, he played a key role in delivering successes for his home state through multiple appropriations bills – spanning from significant infrastructure investments, research funding, and community project initiatives, while also overseeing all competitive federal grant engagement. Further, Will acted as the Senator’s lead staffer to the Senate Environment and Public Works Committee, where he gained experience in key authorizations bills for the Army Corps of Engineers, EPA water infrastructure programs, and DOT surface transportation programs.
Will also brings experience in state government, serving as Policy Advisor for Economic Development to Georgia Governor Brian Kemp (GA), where he developed and executed the Governor’s legislative agenda on issues including state tax incentives, insurance, and housing. With experience spanning federal policy and appropriations strategy to state government, Will brings a clear, informed, and client-driven perspective to his work at Venture.
Will holds a degree in Global Politics and Global History from Washington & Lee University.
